How to Get Involved

In order to produce a high quality, community-based plan and comply with Minnesota law, Winona County will utilize a variety of methods to actively engage community stakeholders. Ways that you can get involved in the comprehensive planning process are listed below.

Interactive Comment Map

An interactive comment map has been developed to understand location-specific assets, issues, and opportunities in Winona County. Use the comment map to select locations in Winona County and provide comments on them. We are particularly interested in comments that fall into one of these three categories:

  • Issue: Location that needs improvement within Winona County. This includes locations where infrastructure improvements or additional resources are needed.
  • Asset: Location that has a positive impact on Winona County. Examples include social assets such as community gathering spaces, physical assets such as natural features, and economic assets such as businesses.
  • Opportunity: Location where opportunities for growth or improvement exist over the next 20 years. Examples include underutilized resources, economic development opportunities, conservation opportunities, or growth opportunities.

Paper copies of the comment map are available upon request from the Winona County Department of Planning and Environmental Services.

Mapping activities will be utilized throughout the planning process to gather comments on draft maps and location-specific elements.

We will be out in the community engaging residents to better understand community needs and priorities, answer questions, and raise awareness about the Comprehensive Plan update. Check back for more information. We will have many different events during the plan update so that everyone in the community can get involved and share what they think.

Past Community Events

Family Night at the Farm

On August 7th, 2025, the Winona County Comprehensive Plan team hosted a booth at the Family Night on the Farm. The booth provided information about the ongoing Winona County Comprehensive Plan update and the visioning process. The booth also included four interactive poster boards where community members could respond to questions about existing conditions in Winona County and what Winona County should prioritize in the future. Members of the project team were present to answer questions about the activities and the planning process.

 

Winona County Fair

Between July 9th and July 13th the Winona County Comprehensive Plan team hosted a booth at the Winona County Fair. The booth provided information about the ongoing Winona County Comprehensive Plan update and a link to the project website. Four interactive poster boards asked stakeholders to respond to questions about existing conditions and priorities for Winona County. The open response questions received over 140 responses each! Planning and Environmental Services staff were present during five days of the event to encourage participation from fairgoers.
