2045 Comprehensive Plan

Welcome to the Winona County Comprehensive Plan update website!

Over the next year, Winona County will be updating its Comprehensive Plan. The Plan helps decide how our community will grow, develop, and stay healthy for the next 20 years. The current Comprehensive Plan was prepared and passed by the Winona County Board in 2014. Now we need to update it to deal with today’s issues, set our priorities, and follow Minnesota law. This Comprehensive Plan will particularly focus on the townships within Winona County.

August 2026 Update

Over the spring and summer, the Steering Committee met five times to discuss chapter goals and objectives. During each meeting, the committee discussed priorities, opportunities, and challenges the County is facing. These discussions shaped the goals, objectives and implementation actions of the plan. The chapters within the plan are:

  • Introduction
  • Housing
  • Transportation
  • Community Facilities and Services
  • Intergovernmental Cooperation
  • Parks and Recreation
  • Source Water and Wellhead Protection
  • Agricultural, Natural, and Cultural Resources
  • Land Use
  • Implementation

Chapters are currently under development by the consultant team and are being reviewed by County staff as they are finished. Later this fall, the drafts will be reviewed by the Steering Committee and made available to the public for comment.
